Those who do not qualify: 

1. For-profit organizations.
2. Individuals or individual families.
3. Religious groups utilizing donations for fundraising events or activities with a specific religious purpose.
4. Political parties or organizations with a specific political agenda.
5. Any organization that discriminates due to color, sex, nationality, sexual orientation or creed.
