Concho Valley Community Action Agency has a mission to serve low-income households in the Concho Valley through stabilizing services such as housing, utility assistance, and making homes more energy efficient. Born out of the Economic Opportunities Act of 1964, CVCAA was established in 1966 and tasked with reducing the causes and condition of poverty in our community. For nearly 60 years we have worked to help low-income neighbors move closer to self-sufficiency.
We do this through a variety of services that are designed to meet the unique needs of our community. Utility Assistance provides payments toward electric, gas, and propane. Housing assistance removes barriers through assistance with rental application fees, deposits, and rent assistance. Weatherization makes homes more energy efficient and reduces energy costs with insulation, weather stripping, and appliance updates. Case Management provides direct mentoring for individuals who are going back to school to pursue a new degree or certificate or for individuals who have recently completed an education program and are looking for work. Homeless Outreach connects our unhoused neighbors with vital services while advocating for long-term solutions. This program also manages our hygiene closet which is available to all community residents. Veteran Services helps with regular bills such as utilities, rent, and vehicle loans as well as unexpected costs for medical equipment or funeral expenses. VITA pairs trained volunteers with low-income residents to prepare and file their taxes for free. What makes community action unique is that our driving purpose is to meet the unique needs of the community. Because of this we are constantly expanding the services we provide to meet community needs and fill gaps in services.
Client eligibility is income-based, unless a client is literally homeless (HUD definition that includes clients who are living on the streets, in a place not meant for human habitation, or living in a hotel paid for by an organization.) Low-income is defined separately by each program, but guidelines are generally either 150% of the poverty limit or 80% of the Area Median Income.
Our main service delivery area is comprised of eleven counties, including: Coke, Concho, Crockett, Irion, Kimble, Menard, Reagan, Schleicher, Sterling, Sutton, and Tom Green County. Weatherization services are provided to the above counties in addition to Coleman, McCulloch, and Runnels counties.
