East Texas CASA will recruit and train volunteers to advocate for the best interests of children and youth who are removed from their families due to abuse or neglect in Gregg, Rusk, and Upshur Counties.

East Texas CASA's Vision is to provide a trained volunteer advocate for every child in the foster care system in Gregg, Rusk, and Upshur Counties. A Court Appointed Special Advocate (CASA):

  • Is appointed by a Judge to be the Guardian Ad Litem for a child or sibiling group in foster care.
  • Advocates for the child's physical, emotional, and psychological needs
  • Meets with teachers, principals or counslers, has access to school records, and advocate for the child's educational needs.
  • Visits the child in their placement to evaluate the level of care the child is receiving and if the child's placement is safe and appropriate to meet the child's needs.
  • Searches for relatives and family and evaluates the potential for permanent placement.
  • Seeks to find a safe permanent solution for the child as quickly as possible; and 
  • Remains with the child until the case is closed and the child is no longer in the custody of the State.
