H.E.A.R.T.S. Connection was founded in 1990 by parents of special needs (disabilities) children and remains a parent driven organization. Our goal is to empower parents and strengthen families. H.E.A.R.T.S. Connection is funded as a Family Empowerment Center through the California Department of Educatio to serve families who have students ages 3-22.   


Our Mission: To enhance the quality of life for people whith special needs through a family directed resource center that symbolizes professionalism, dignity, compassion, and respect.

We provide parent support groups, parent trainings, IEP (Special Education) Assistance, sibling activities, and parent-to-parent support for the Count of Kern. From July 1, 2022 - June 30, 2023, we helped 2,874 families in Kern County.

We are a Family Empowerment Center and receive funding through a grant from the California Department of Education.
