The Mission Statement of the Monroe Area Council for the Arts, (MACA), chartered in 1995, is as follows: The corporation shall have as its purpose the coordination, communication, promotion and development of cultural activities in the Monroe and surrounding areas, with emphasis on efforts to reach underserved populations and to support indigenous arts, artists and resources. MACA is an arts agency serving Monroe County and the surrounding counties of East Tennessee.

MACA works with area schools, local government, other non-profits, and civic organizations to provide Arts education programs, artist residencies and more. Each year, MACA’s educational outreach programming serves thousands of Monroe County citizens. Over half of Monroe County residents live at or below the poverty line (a number that is greater than the national average) and are unable to afford enrichment activities. Summer STEAM (K-12) program: First week is project-based learning of a variety of art mediums and techniques. Students are visited by artists who share their work and process of creating. Students explore works and styles of famous artists. Second week, students get hands on training in theatre techniques, learn best practices for performing, and basic videography. Third week, students work with musical instruments (2) hours/day for five days. Additionally. MACA has brought Missoula Children’s Theatre to the community for twenty-three years. MACA hosts a county-wide student art showcase yearly.
