The mission statement of the Penn BBC is:
A.             To provide an opportunity for band parents, teachers, and school administrators to exchange concerns and ideas to benefit their school. 

B.             To promote strong advocacy among students, the band staff, and the administration of Penn High School (PHS) and the Penn-Harris-Madison School Corporation. 

C.             To help foster a deeper interest in music among the students, parents, school, and community. 

D.             To assist the band staff in obtaining and maintaining facilities, equipment, voluntary manpower, and resources for the band program. 

E.             To support the band staff and the administration of Penn High School in all matters pertinent to the band program and to remain within the jurisdiction of the band director and the Penn-Harris-Madison School Corporation.
