SERCAP's Mission is: To improve the Quality of Life for low-income individuals by promoting affordable water and wastewater facilities, community development, environmental health, and economic self-sufficiency. 

SERCAP strives to accomplish its Mission by providing training, technical, and financial assistance to both low-to-moderate income (LMI) individuals and rural communities to address critical water/wastewater infrastructure, affordable housing, community development, and economic development needs. SERCAP provides its programs and services accross its seven-state service region of Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida. 

The agency's prgrams and services, include: 

• Technical Assistance to Rural Community Water and Wastewater Systems to help them address operational, managerial, financial, and compliance issues.
• Training to Water/Wastewater Operators, and Community Boards. 
• Financial Assistance to Community Water and Wastewater Systems in the form of both Grants and affordable Loans.
• Housing Rehabilitation Services to LMI Households to address critical Indoor Plumbing and Repair needs. For example, SERCAP's Indoor Plumbing & Rehabilitation (IPR) program provides individuals with Housing Rehab that ensures they have functioning toilet and bathroom in their home. 
• Small Grants to LMI Households for repair/replacement of their Well or Septic System. 
• Affordable Loans to LMI Households for repair/replacement of their Well and/or Septic System. 
• Housing Counseling Services to LMI Individuals/Families seeking to improve their economic self-sufficiency and purchase a home. 
• Business Services to help Small Businesses in Rural Communities to become strong and successful
• Small Business Loans to Small Businesses in Rural Communities
• ELI (Entrepreneurial Learning Initiative) Entrepreneurial Mindset Training Program - to help individuals become successful in their career choice.

SERCAP's programs and services have long lasting positive impacts on both the beneficiaries and the communities at-large, by helping individuals to improve their overall quality of life through provision of access to clean, safe drinking water, environmentally sound wastewater facilities, housing that is warm, safe, and dry, and communities that are livable and full of economic opportunity.
