The Hope Council on Alcohol & Other Drug Abuse has been humbly serving the Kenosha community since 1969. The mission of the Hope Council is to reduce the impact of substance use disorders in our community by providing education, prevention, intervention, and referral services. Addiction of any kind can be a devastating and life-altering experience; we’re here to guide and support throughout the journey.

Our work isn’t glamorous, but it’s critical to the health, well-being, and success of our community as a whole. Everyone knows someone either directly or indirectly impacted by substance use disorder. The staff at the Hope Council work tirelessly to provide consistent, respectful, and individualized care in order to achieve the greatest outcome possible. Our company culture is that of fierce champions who genuinely support our mission and work tirelessly to advance the cause.

The pandemic put a spotlight on the need to meet people where they were at as well as the importance of identifying and attaining stigma-free mental-health and substance use disorder treatment. The Hope Council, like many small agencies, had to swiftly pivot during that uncertain time to meet this increased demand. Our agency continues to grow and evolve in order to offer the highest level of care and service possible.

The Hope Council has often been referred to as “the little agency that could” acting as the catch-all and clearinghouse for substance use disorder resources in our community. Our agency will never stop chugging along.  We will continue to advocate for those impacted by substance use disorder, and we will remain engaged and marching alongside individuals and families on their path through this devastating disease.

On Thursday April 27th, the Hope Council will hold an Open House celebrating our new building on 39th Avenue in Kenosha. This move comes in our 55th year serving the Kenosha community through alcohol and drug assessment, referrals and special family programming.


In 2023, Kenosha and the country as a whole are facing unprecedented substance use concerns, impacting the healthy, safety and well-being of our whole community. The Hope Council serves the community through the Intoxicated Driver Program. All residents who receive a citation for driving under the influence complete an assessment through the Hope Council and are referred to training or counseling. We offer the “I am Special” program, to help children impacted by addiction of a parent or guardian. We offer supervised visitation for parents who are required to be observed with their children. Our work is not always visible, but it is necessary to keep our community safe and help our residents to be the best versions of themselves.

As part of our Open House event, we will have a small silent auction that benefits the Hope Council’s mission; to reduce the impact of substance use disorders in our community by providing education, prevention, intervention, and referral services.
