The Human Services Council (HSC) creates and fosters programs that educate, safeguard, and empower the people of our communities. Our vision is for every individual to be able to reach their fullest potential. Empowerment is at the core of everything we do. We believe in empowering our clients to be the most successful, productive individuals they can be. We provide our clients with the tools they need to thrive so that they can continue to thrive long after they complete their time with us, thus reducing their need for social services agencies in the future. We believe in empowering our staff, so that they can also reach their fullest potential to be the best and happiest providers for our clients. For more than 75 years, the Human Services Council has identified unmet community needs and has “filled the gaps” with initiatives that have focused on alcohol and drug prevention, supportive housing, child advocacy, homelessness, medical and behavioral healthcare for children and adolescents, volunteerism and mentoring. Collaborating and partnering with public and private organizations, HSC provides services to over 8,000 children and families each year ensuring the immediate delivery of critical services in an efficient and effective manner.

Human Services Council’s current programs include: Children’s Connection; Substance Abuse Prevention;  Dr. Robert E. Appleby School based Health Centers;  Supportive Housing; Norwalk Mentor Program.
